Aloha Chairman Arakaki,
On the advice of Vice Chairman AI Smith, we are writing you [o register a complaint regarding untimely
and/or neglectful enforcement of County Building Codes. We further request that our complaint be
agendized to be heazd at either the full County Council meeting on Mazch 17, 1999, or the Committee
Meetings to be held on March l6, 1999.
To allow you some background as to the basis of this complaint, we are enclosing documentation. In
summary:
• We first spoke with Mayor Yamashiro on October 7, 1998. He advised contacting Russell Kokubun
• We filed a formal complaint with the County Planning Dept. on October 9, 1998.
• October 26, 1998 -Told that this is NOT the first complaint filed, and that 1 citations were issued
Our complaint was received in Building Inspection Dept. 10/23/98 1:SSPM. (per Nani)
• Several more communications were held with Nani, Russell Kokubun, Wayne Onamura, Patrick
Kaneshiro, Francis Saiki, AI Smith, Planning Dept., Building Dept., Zoning Dept., etc.
TO DATE, BOTH STRUCTURES ARE INTACT, AND, IN FACT EXPANDING.
[t has become apparent that the various County agencies are, to put it mildly, "passing-the-buck" from one
to another. While this type of neglect of the Puna district, and Black Sands subdivision in particular may
have been the accepted practice in the past, it is no longer acceptable to those of us who have invested a
great deal of our time and money improving our homes, and surrounding area. "Business as usual", and
reacting according to "Hawaiian Time" is neither responsive nor responsible on the cart of our elected
and/or appointed officials.
We will appreciate your timely written response regarding the date and time in Mazch when this matter will
be placed on the appropriate Council agenda.
