Date P,02 EEP-IE-99 11:51 PM To: Juliet Tulang, Dirececr From; West Hawaii County Band Date: February 10, 1999 We would like formally Co state our rejection of any proposal to consolidate the two County Bands and to reiterate our ability to sustain proposed county budget cuts for fiscal 1999-2000. When asked to vote on Wayne Kac.~akani's recent proposal £or County Bands consolidation, net one Member of I-0est Hawaii County Sand voted for acceptance. The reason for overwhelming rejection is the belief that consolidation loould res-,lt in a severe reduction of Parks & Recreation service tc residents of West Hawaii. West Hawaii County Band meets Parks ~ Recreation Department goa.s not only by providing music to residents aC, on average, 25 social, recreational, and cultural events euc`,, year, but also by providing, educational opportunities to intern:,diate and high school students by giving them an opportunity to p1:1~~ a variety of music in a pro- fessional setting. Clearly this 1evs~; of service could not be main- tained after a consolidation of bands. While world-class events such as Billfish Tournament, Iron Ata,n Triathlon, and Kona Coffer, Festival would continue to be served. would the new band travel to West Eiawaii to perform for (to name only a few from the attaches: list) the Boy Scouts, the Super Kids, the bedridden and elderly at Keauhou Rehab, ar,d the owners o: mom-and-pop stores whose only chance to see us is cahen we march p4=_t their shops at Christmas- time? We believe that these people :~:~.uld be forsaken. West Hawaii County Band has roots e;etcnding back more than 60 years and performs in events from Hcneka'a to Na'alehu. 41e are an entire separate from Hawaii County Band both physically and in the eyes of our residents. The members - both county employee and volunteer - who stay with the band dv so for the opportunity of providing to others something that is a joy to gi~,c: music. Because the focus of West Hawaii Ce:;nty Band is providing musical service to our residents and vis tors - and not just showing up to punch a timecard in order to recei~-e a paycheck - we have no reason to doubt our ability to maintain the current level of ser- vice on the budget proposal that we s_bmitted on Oct. 21, 1998.
