I am writing to you to express my opposition to the recent proposal to cut funding to, and
essentially eliminate, the Hawaii County Band. In these difficult economic times I realize that
money for public programs is very limited, however the Council should consider the
"cost/benefit" of any cuts. When viewed in this manner it will be readily appazent that
eliminating the Band is not in the best interest of both the County and the general public.
There aze significant "costs" associated with eliminating the band. Most important would be the
ending of a century old tradition in Hilo. The County Band has been in existence for 116 yeazs
and has become part of the chazacter of our community. It would be hazd to imagine the band
not playing during a pazade or other function. Once eliminated it is highly unlikely that the Band
would be brought back when times are "better".
The "benefit" would be that the County would have the Band's budget, approximately $120,000
to spend elsewhere. But is this really a "benefit"? This sum represents only about 1 % of the
Department of Pazks and Recreation budget. It doesn't seem too unreasonable to ask the
Department of Pazks and Recreation to become 1 % more efficient so that funding for the band
can continue. More importantly however is the fact that most band members participate in what I
consider a "voluntary" capacity. Although they aze paid, the time required for the numerous
activities, the frequent travel all over the island, and the required rehearsals is substantial, and
from an economic standpoint does not seem worthwhile. However, for whatever reasons band
members do participate because they feel what they are doing is important. In my opinion, the
people that aze giving of themselves for the community are not the ones we should abandon.
I think that for the money spent, the community receives tremendous benefit from the County
Band. I hope that you and your fellow council members will vote to support continuation of
funding to this organization. Thank you for your time and consideration.
