6-6 Continued funding for the HI-PAL program, along with D. A.R.E. and the County
Band is a major public issue at this time and is of great concern to organizations
such as ours. These programs are tazgeted in the news and have become a
"political football". We are not sure whether or not these programs will actually
i~ be cut by their respective departments or are used as a means to rile public
rixro interest.

We are awaze that public safety is first and foremost for the Police Department;
however, the HI-PAL and D.A.R.E. programs enhance their law enforcement
efforts. The positive influence provided by our Police Officers will have long

Our baseball program is a beneficiary of the hard work of the HI-PAL Officers.
As an example, our players enjoy intra-island tournaments which HI-PAL
sponsors each season. These tournaments give West Hawaii and East Hawaii
ee
oxco children an opportunity to meet each other and play baseball. Many of our
players do not have the opportunity to travel outside of Kona to play baseball and
for many of them this will be a once in a lifetime experience.
We respectfully ask that you do what is necessary to balance the budget while
~ keeping public services intact. Besides continued funding, other measures to
;jN; obtain grants and to consolidate duplicate services being provided by the vazious
County Deprtments may also ensure that these programs and other public
services aze not compromised.
