Dear Ms. Tulang:
This letter is written in response to notice of public hearing
dated February 12, 1999.
We have reviewed your proposal to amend Rule 5, Rules Relating
to All County Swimming Complexes. We find this discriminatory
because persons with very little or no income such as the aged, the
disabled and the poor will not be able to use the pool. It will
allow pool usage to only those with economic advantages.
The suggestion that is given herein to the proposal to amend
Rule 5, is for the County Council to reconsider or look into before
accepting the changes:
1. Allow children 11 years of age and under to use the pool
for charged $0.25 instead of $2.00.
2. Allow adults 55 years of age and older to use the pool for
$0.50 instead of $2.00.
3. Allow special activities such as aquatone exercise for
women and men daily for $0.50; and
4. Prorate over 3-5 years; not impose fees all at once
otherwise the Parks & Recreation will be discriminating
against the economically disadvantaged.
In short, the goal of the County Council should be to protect
the rights and interests of the community by ensuring that the
public pools remain accessible to the public, at a minimal cost.
The swimming pool (NAS) is an old time favorite for many of
our citizens and children, and we hope that we will continue to
have the use of that facility for many years to come. We are
advocates of the use of the pools and in support of the seniors for
their exercise and water therapy. We have watched parents and
grandparents bring their children and grandchildren, respectively,
for their swimming activities. Let's keep it that way by keeping
it accessible to the public. Q

I would like to get a response in public hearing to my
questions
1. How do you justify the fees? On what basis was the fee
structure determined?
2. Is the fee str~~cture directly related to the pool
expenses, maintenance services, etcetera?
3. How much do you anticipate each pool will generate in
revenues?
4. Will monies be put into a designated "pool" fund or will
it go into the County General Fund?
