It is my understanding that the Mayor's operating budget is balanced on the assumption that the County Council will free up $7.9 million in cash to be used as security for a bond issue. I am in support of this and especially in favor of it because it includes maintaining the police department's overtime budget, continuation of the D.A.R.E. and Hi -Pal drug education and youth sport programs, and the police department's proposed pre - arraignment detention facility.
