We are unable to make the total cuts suggested in the amendment to Bill 45,
draft 2, which reduces departmental funds in various accounts and urge you to vote
against the amendment.
The Fiscal Year 2000 budget for our office was prepared with careful
evaluation of all operating expenditures and procedures. It reflects a $118,000
reduction in operating expenditures over this current fiscal year allocation. Further
cuts will have significant negative impacts on staff morale and our ability to
continue our mission of serving justice on behalf of our community. We have
continually experienced increasing caseloads which has increased pressure on staff.
In actuality, we need to increase positions in our Hilo and Kona offices to ease the
workload burden felt by legal and support staff alike.
Attached is a breakdown of expected expenditures for the accounts mentioned
in the amendment. Of these, only janitorial services for Hilo and Kona have a
projected surplus because contract bids for the next fiscal year were just received.
Many of our other accounts are impacted by the number of cases brought to trial and
account for variations in year to year comparisons. It is impossible to accurately
predict how many murders will be committed, how many experts need to be
brought in, how many exhibits need to be prepared or how many lab tests need to be
ordered.
This Office has experienced on-going cuts both at the County and State level.
We are currently at dangerously low levels of funding for operations and personnel.
If additional funding is available, consideration should be given to public safety,
which includes the Prosecutor's Office.
