SUBJECT: Proposed Amendment to Resolution No. 150-15; A Resolution
Transferring/Appropriating an Appropriation Out and From the Designated Fund
Account and Crediting Same to a Designated Fund Account to Provide a Grant to
Child and Family Service for Training on the Safe Dates Curriculum
Please find attached a proposed amendment to Resolution No. 150-15. The proposed
amendment is illustrated below in Ramseyer format with respect to the contents of Resolution
No. 150-15 (material to be deleted is bracketed and stricken; material to be added is
underscored).
Resolution No. 150-15 is amended by amending the third WHEREAS clause to read as follows:
"WHEREAS, funds will be used to train [GF8 employees] appropriate
individuals on the Safe Dates Curriculum, which is a ten -session program, 50 minutes
each, that targets attitudes and behaviors associated with dating abuse and violence; and"
A draft copy of Resolution No. 150-15, Draft 2, is attached with the proposed amendment
incorporated therein.

A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO CHILD & FAMILY
SERVICE FOR TRAINING ON THE SAFE DATES CURRICULUM.
WHEREAS, teen -dating abuse has become extremely common with high school and
middle school students, which is a problem that has been occurring within all communities on
Hawaii Island; and
WHEREAS, Child & Family Service (CFS), a 501(c)(3) nonprofit organization, is
staffed with specially -trained, professional counselors who provide proactive, educational
awareness lessons that meet the sensitive needs of teen -dating abuse; and
WHEREAS, funds will be used to train appropriate individuals on the Safe Dates
Curriculum, which is a ten -session program, 50 minutes each, that targets attitudes and behaviors
associated with dating abuse and violence; and
WHEREAS, this curriculum will be used in high schools to provide students with
information on teen -dating violence in order to encourage healthy relationships in teens and
promote safe dating; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to Child & Family Service for training
on the Safe Dates Curriculum in order to help stop the growing epidemic of teen -dating abuse;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
