I oppose the referenced bills without hesitation.
Although previous plans are not "legal" plans, (}Alest Hawaii Regional
Plan and the 5 year Boundary Review) they have been carefully
researched and they both rontain reconunendations against resort/urban
expansion into South Rona. These plants recommend that llte rural
character and quality of life in Soutlt Koua should be maintained.
The Cotmt~- General Plvt reconnueuds that regional plans be developed
for the County's various regions. To date, this has not been done, and it
has now become urgent to begin that process. So the amendment to
allow a "resort node" should not be passed now. The "not legal" plans
should be followed. wtffi the County regional plan Is completed and uo
amendments should be given until such time.
Bcfore a~ variances or amendments are passed, there should be well-
developed Regional plans for both North and South Kona. And the
conununit~° should be part of developing the plan(s), so that the elected
officials will understand what the voters desire and what is good for the
coumumity.
To allow a "resort node" will have enormous impact on the area and the
benefits io the conununit}- are hard to see. This could be precedent
setting artd is not what the conununity wants.
I respectfully urge you each io oppose these referenced bills both in
Cormnittee and in full Couut~° Council meetings.
