This analysis is based on the same assumptions used for our traffic analysis documented in our letter report dated December 14, 1998 for the Kahakai Development. To summarize the assumptions: the trip generation rates used are documented in the Institute of Transportation Engineers publication entitled, Trip Generation, 6th edition, background traffic volumes were forecast to Year 2000 conditions using a 2.5 percent annual growth rate applied to Year 1994 traffic volumes counted by the State of Hawaii Department of Transportation at Count Station 8-K (Kuakini/Hualalai), and the intersection analysis utilized the unsignalized method documented in the 1994 Highway Capacity Manual. Based on these assumptions, a revised Kahakai development containing 120 sfdu will be able to be accommodated without changing the projected acceptable peak hour LOS at the proposed access/Kuakini Highway intersection. It follows that the single access into the Kahakai development will be sufficient to handle its projected traffic. A major assumption implicit in these findings is the magnitude of future background traffic volume on Kuakini Highway. Currently, we are growth -factoring the existing volumes based on a count taken just south of Hualalai Road. This count, as we have stated in our previous reports, is conservatively high. The count at the Kahakai driveway location would be lower. However, the higher value does give us flexibility in establishing the buildout year for Kahakai. For example, we assumed buildout in the Year 2000 based on the plan proposed previously. It now appears that the Year 2000 will not be the year of buildout, but because we're conservatively high in the projection of background traffic, we could slide the buildout year forward without a problem.
