Your Committee on Finance, to which was referred Resolution No.144-15, reports as follows:
Resolution No. 144-15, transmitted by Finance Director Deanna S. Sako, via Communication
No. 236 dated March 25, 2015, authorizes the Finance Director to sell real property in the
Kamakoa Nui Workforce Housing Community at Waikoloa to Habitat for Humanity West
Hawai`i.
This resolution authorizes the sale of fee simple land to Habitat for Humanity West Hawai`i, who
has obtained appraisals and funding to purchase six vacant lots to develop affordable housing at
Kamakoa Nui.
Housing Administrator Susan Akiyama appeared before Your Committee for comments.
Pursuant to Section 2-120 (a)(1) of the Hawai`i County Code, the Council of the County of
Hawai`i may, by resolution approved by a majority of its members, direct the finance director to
negotiate the disposition of real property by selling it in fee simple at such price and on such
terms and conditions deemed proper to governments and governmental agencies authorized to
hold lands in fee simple, to nonprofit organizations to develop affordable housing, or to
affordable housing developers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 144-15,
and recommends its adoption.
