Your Committee on Finance, to which was referred Resolution No. 145-15, reports as follows:
Resolution No. 145-15, transmitted jointly with Bill 41, by Finance Director Deanna S. Sako, via
Communication No. 237 dated March 25, 2015, approves and adopts the 2015-2019 County of Hawai`i
Community Development Block Grant(CDBG) and Home Investment Partnership Programs and
authorizing the Mayor of the County of Hawai`i to execute and submit the consolidated/action plan and
all other related documents to the United States Department of Housing and Urban Development
(HUD).
The County's Office of Housing and Community Development(OHCD) anticipates a CDBG
allocation of$2,465,271 from HUD and program income of$215,925.52, for a total of
$2,681,196.52 of CDBG funds for Program Year 2015. Funds would be used towards projects that
benefit persons of low and moderate income throughout Hawai`i.
Housing Agency Administrator Susan Akiyama appeared before Your Committee for comments.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of
the Council to enter into agreements with the Federal or State governments or any other public body
or bodies respecting action to be taken pursuant to any powers granted by law to furnish, expend, and
receive any funds or other assistance in connection with projects being or to be undertaken pursuant
to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 145-15, and
recommends its adoption.
