Your Committee on Finance, to which was referred Bill No. 42, reports as follows:
Bill No. 42, transmitted by Finance Director Deanna S. Sako, via Communication No. 238 dated
March 25, 2015, amends Ordinance No. 14-81, as amended, the Operating Budget for the
County of Hawai`i for fiscal year ending June 30, 2015.
This bill reflects anticipated funding from the United States Department of Housing and Urban
Development (HUD), and program income received or anticipated to be received by the Office
of Housing and Community Development (OHCD).
Revenue appropriations are made as follows:

Sharon Hirota and Noel Fujimoto appeared before Your Committee and commented regarding
the various projects.

Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent
of the Council to enter into agreements with the Federal or State governments or any other public
body or bodies respecting action to be taken pursuant to any powers granted by law to furnish,
expend, and receive any funds or other assistance in connection with projects being or to be
undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 42, and
recommends its passage on first reading.
