Your Committee on Finance, to which was referred Bill No. 43, reports as follows:
Bill No. 43, transmitted by Finance Director Deanna S. Sako, via Communication No. 239 dated
March 25, 2015, amends Ordinance No. 14-81, as amended, the Operating Budget for the
County of Hawai`i for the fiscal year ending June 30, 2015.
Discretionary Funds from District 9 will be used as a grant to Recycle Hawai`i to support, initiate and
facilitate zero waste programs at District 9 public and charter schools.
Revenue is increased as follows:

The above specified amount is appropriated to the following fund and expenditure account as follows:

Finance Director Deanna Sako appeared before Your Committee and commented that this bill was to
put this money into the Solid Waste fund.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments or any other public body or
bodies respecting action to be taken pursuant to any powers granted by law to furnish, expend, and
receive any funds or other assistance in connection with projects being or to be undertaken pursuant to
those powers.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 43, and recommends
its passage on first reading.
