No. 233/Bill No. 39 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 1:35 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 39, reports as follows: <br /> Bill No. 39, transmitted by Finance Director Deanna S. Sako, via Communication No. 233 dated <br /> March 24, 2015, amends Chapter 14, Article 13, of the Hawai`i County Code 1983 (2005 edition, as <br /> amended), Related to Soliciting for Money or Objects of Value. <br /> This bill amends multiple definitions and what constitutes a prohibited act to expand and more clearly <br /> define first amendment protections for solicitation-related activity. <br /> Corporation Counsel Molly Stebbins appeared before Your Committee and commented that this bill <br /> was created to strike a proper balance between public safety concerns and first amendment protections. <br /> Council Chair Dru Kanuha explained that this bill was introduced by request and that Corporation <br /> Counsel drafted this bill in conjunction with the American Civil Liberties Union. <br /> Your Committee on Finance is in accord with the purpose and intent of Bill No. 39, and recommends <br /> its passage on first reading. <br /> wb <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG X <br /> DAVID X COMMITTEE ON FINANCE <br /> EOFF X <br /> ILAGAN X <br /> KANUHA X <br /> ONISHI X <br /> PALEKA X KAREN EOFF, C AIR <br /> POINDEXTER X FC REPORT NO.: 24 <br /> WILLE X ADOPTED: MAY 0 6 2015 <br />
