RESOLUTION NO. 172 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO CHILD & FAMILY
SERVICE IN EAST HAWAII TO ASSIST ITS CLIENTS WITH BUS
TRANSPORTATION.
WHEREAS, Child & Family Service (CFS), a 501(c)(3) nonprofit organization, assists
its clients with many services, including assisting victims of domestic violence, providing
counseling and advocacy, providing access to services such as medical care and tutoring for
children, and assisting with emergency transportation to necessary services; and
WHEREAS, in recent years, CFS has experienced an upsurge in requests for emergency
transportation assistance and, at times, is hard-pressed to provide this vital service to its clients;
and
WHEREAS, the Mass Transit Agency provides island -wide transportation and offers
bulk purchase, expiration -free bus tickets; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Mass Transit Agency to provide a grant to CFS to purchase 330 individual bus tickets to
provide transportation for CFS clients residing in Council District 2; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Mass Transit Administrator and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
