STATE OF HAWAII BILL NO. 47 AN ORDINANCE AMENDING CHAPTER 14, ARTICLE 11, OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO NEIGHBORHOOD WATCH SIGNS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 14, article 11, section 14-66 of the Hawai<i County Code 1983 (2005 Edition, as amended), is amended to read as follows: "Section 14-66. Purpose. SECTION 2. Chapter 14, article 11, section 14-67 of the Hawaii County Code 1983 (2005 Edition, as amended), is amended to read as follows: "Section 14-67. Definitions. [(.a)] As used in this article: "Area coordinator" means a neighborhood watch member desianated as the communitv's liaison with the police department. [(44] "Chief of police" means the [ehie fofpelieo of the Go administrative head of the County police department. "County highway" means every highway, street, or roadway under the jurisdiction and control of the County of Hawaii. [(-)] "Neighborhood watch [program]" means a [pr-ografn established ^raa^ee w*� m.] citizen crime prevention program under the County police department. [(-3)] "Neighborhood watch sign" means a sign constructed and installed at the direction of the police department and pursuant to the provisions of this article. "Police officer" means the community police officer for the appropriate community, or any police officer designated as such by the chief of police." Chapter 14, article 11, section 14-68 of the Hawaii County Code 1983 (2005 Edition, as amended), is amended to read as follows: "Section 14-68. Powers and duties. SECTION 4. Chapter 14, article 11, section 14-69 of the Hawaii County Code 1983 (2005 Edition, as amended), is amended to read as follows: "Section 14-69. Application for approval. (a) Any [person] area coordinator wishing to have a neighborhood watch sign placed in the person's neighborhood shall submit an application to the chief of police. Material to be repealed is bracketed and stricken. New material is underscored. In printing this ordinance, the brackets, bracketed and stricken material, and underscoring need not be included. SECTION 6. If any provision of this ordinance or the application thereof to any person or circumstance, is held invalid, such invalidity shall not affect other provisions or applications of the ordinance, which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable.
