Goals: To continue implementation of the COH Intelligent Transportation System
Architecture
Objectives: Development of an ITS Architecture Plan to enhance the County's ability
to deliver transportation services and improve the efficiency of the existing surface transportation
on the Island of Hawai'i.
Outcomes or Results: The COH ITS Architecture project will include technologies that enhance
traveler safety and convenience, improve traffic flow, reduce fuel consumption, save travelers' time and
support emergency response including Civil Defense operations.

We are in receipt of your letter of 5 October (STP8.0243, received 12 October) requesting approval for SPR Part 1
Planning Program (SPR -0010(33)).
Program work items are approved as shown in the New Work Items and Continuing (carry-over) Work Items tables
below. These activities are approved subject to funds availability. Because funds are limited, HDOT is encouraged
to prioritise these activities to ensure that required statewide planning work items are undertaken first.

Continuing (Carry-over) Work Items
The work items listed in the table below were programmed in prior fiscal years, and are approved to
continue and remain active during Fiscal Year 2011.

Planning Program (SPR -0010-32 effective 23 October 2010).
We are aware that at least two projects in the above list are nearing completion. It is HDOT's responsibility as
directed under 23 CFR 420 and 49 CFR 18 to ensure the following for all projects:
• Final Products & Reports - A copy of the products developed under each work item shall be submitted to
the USDOT in hard copy and digital formats. These products include, but are not limited to maps, plans,
reports, manuals, and data bases.
• Credit Reference - All projects are required to include an appropriate credit reference and disclaimer
statement in the work products as specified in 23 CFR 420.117(e). While the FHWA does not require a
statement to be placed on routine products such as an agenda, brochures, announcements, etc., this credit
reference shall be included in long-range plans, TIPS, STIP, planning and feasibility studies, as well as
research products.
• Reporting - All project sponsors are required to submit no less than semi-annual status reports to the office
that oversees SPR Part 1 Planning, using the processes defined by that office.

Authorisation
FHWA planning and research funds (as defined in 23 CFR 420.103) shall be administered in accordance with the
provisions of 49 CFR 18 and 23 CFR 420. The authorization for these State Planning and Research work items is
subject to funds availability. Work program activities approved herein must be and remain eligible under 23 USC
134, 135, 505 or 49 USC 5303-5305,5313(b) and the provisions set forth under 23 CFR 420 and 23 CFR 450.
Project funds must be obligated during the Federal fiscal year in which they are approved.
The period of performance (award period) for this and all the SPR Part 1 -Planning projects authorized is the current
Federal fiscal year (2011). Written justification of need to extend project activity dates beyond this period shall be
provided no later than 15 August 2011 for all projects, including on-going work items to ensure that due
consideration is given them.
This agreement is subject to the following award terms: http://edocket.access.gpo.gov/2010/pdf/2010-22705.pdf and
http://edocket.access.gpo.gov/2010/pdf/2010-22706.pdf as instructed under the Federal Funding Accountability
and Transparency Act (FFATA), effective 1 October 2010.
Caveats
1. USDOT Prior Approvals - Prior approval is required for the following changes to any work item:
■ Budgetary: Increase in federal funds [49 CFR 18.30(c)(1)(i)]. Cumulative transfer among already
approved work program line items of 10% of the total federal funds or $100,000 [49 CFR
18.30(c)(1xii)].
■ Programmatic: Change in the scope or objectives of activities (e.g., adding or deleting line items) [49
CFR 18.30(d)(1)]. Extending the period of performance past the approved work program period. [49
CFR 18.30(d)(2)]. Transferring substantive programmatic work to a third party (e.g., consultant work
not identified in the originals work program) [49 CFR 18.30(d)(4)]. Capital expenditures including
purchase of equipment [OMB Circular A-87)].
2. Travel - Each work item that includes travel events not specifically identified in the proposal, or those
items requesting travel for out of state conferences and meetings, shall be submitted to the FHWA for
eligibility consideration and approval prior to travel being incurred or it will be ineligible for SPR funds.
Detailed justification statements are required to accompany travel budgets for each out of state travel
proposal.
