Re: Operating Budget
The County of Hawaii Department of Water Supply (DWS) received a grant from the State
Department of Health for the purpose of establishing a wellhead protection program. To this end,
DWS is providing to the Department of Environmental Management, a grant of $60,000 to
conduct household hazardous waste collection events within the County.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $60,000
grant to the Wellhead Protection Program account.
Please waive this bill from the Finance Committee and place them on the May 6, 2015 Council
Agenda in order to expedite the receipt of these funds. If there are any questions, please do not
hesitate to contact Robin Bauman of the Department of Environmental Management at 961-8179.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

To amend the FY14-15 Operating Budget, Ordinance No. 14-81, to include an appropriation for the Wellhead
Protection Program grant as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii Department of Water Supply (DWS) received a grant from the State Department of
Health for the purposes of establishing a Wellhead (source) Protection Program. The DWS would like to use
these grant funds to conduct Household Hazardous Waste (HHW) collection events arount the island.
These events allow residents to properly dispose of HHW instead of irresponsible or illegal dumping of HHW
which could possibly harm the water quality of the island's underground water sources. The Department of
Environmental Management Solid Waste Division will use the funds to make the arrangements for
advertising and conducting the HHW events as part of it's annual events. This project will help to educate
residents and visitors on the importance of protecting the water quality of the underground water sources for
our current and future potable water needs.
We respectfully request that this bill be waived from the Council's Finance Committee as these grant funds
must be expended by June 30, 2015.
