RESOLUTION NO. 17G 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
THE FUTURE FOR THE 2015 HONOKA`A WESTERN WEEK FESTIVAL.
WHEREAS, the Friends of the Future is a 501(c)(3) nonprofit organization that
facilitates a vision of lokahi (harmony and balance) among the diverse people of Hawaii and
encourages each person to contribute their deepest values, to create shared visions, and to
continuously improve Hawai`i's communities through common ground and collaborative efforts;
and
WHEREAS, Honoka`a Western Week festival is a celebration of paniolo culture that
fosters a true sense of community, tradition, and pride; and
WHEREAS, this annual event has been attended by thousands of Hawaii Island
residents and visitors and has increased economic tourism for Hawaii Island by promoting
Honoka`a town as a tourist destination; and
WHEREAS, the 2015 Honoka`a Western Week festival will educate and bring
awareness of the rich and diverse cultural resources of Hawaii Island, making positive
contributions to the quality of life for its residents and visitors; and
WHEREAS, events and activities during the week-long festival include a parade, arts
and crafts, block party, food booths, hula competition, performances, rodeo, historical photo
displays, and paniolo music; and
WHEREAS, the 2015 Honoka`a Western Week festival is being organized and sponsored
by the Friends of the Future, Honoka`a Business Association, Hamakua Farm Bureau, and the
community at large; and
WHEREAS, funds are needed to help with advertising, marketing coordination, shuttle
van, police special duty, miscellaneous equipment rental, and other related site preparations; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Parks and Recreation to provide a grant to the Friends of the Future to help
fund the 2015 Honoka`a Western Week festival; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and the Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
