SUBJECT: Proposed Amendments to Resolution No. 178-15; A Resolution
Transferring/Appropriating an Appropriation Out and From the Designated
Fund Account and Crediting Same to a Designated Fund Account to Provide a
Grant to the Waimea Preservation Association for the Minuke`ole Park
Restoration and Cherry Blossom Tree Beautification Project
Please find attached proposed amendments to Resolution No. 178-15. The amendments are
illustrated below in Ramseyer format with respect to the contents of Resolution No. 178-15
(material to be deleted is bracketed and stricken through; material to be added is underscored).
1. The first Whereas clause is amended to read as follows:
"WHEREAS, Resolution No. 18-14 was adopted on December 17, 2014,
which provided a $5,000 grant to the Rotary Club of North Hawaii for the
Minuke`ole Park restoration and cherry blossom tree beautification project; and"
2. The last Whereas clause is amended to read as follows:
"WHEREAS, an additional $3,000 of Contingency Relief funds from
Council District 9 will be appropriated to the Department of Research and
Development to provide a grant (for a total of $8,000) to the Waimea
Preservation Association for the Minuke`ole Park restoration and cherry
blossom tree beautification project; now, therefore,"

3. The enacting clause is amended to read as follows:

A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE WAIMEA
PRESERVATION ASSOCIATION FOR THE MINUKE`OLE PARK RESTORATION
AND CHERRY BLOSSOM TREE BEAUTIFICATION PROJECT.
WHEREAS, Resolution No. 18-14 was adopted on December 17, 2014, which provided
a $5,000 grant to the Rotary Club of North Hawaii for the Minuke`ole Park restoration and
cherry blossom tree beautification project; and
WHEREAS, the Rotary Foundation is a 501(c)(3) nonprofit organization, however, the
Rotary Club of North Hawaii is chartered under Rotary International, a 501(c)(4) nonprofit
organization, which makes it ineligible to receive County funds; and
WHEREAS, the Rotary Club of North Hawaii will be replaced with the Waimea
Preservation Association as the accepting nonprofit, which is a 501(c)(3) nonprofit organization;
and
WHEREAS, the Waimea Preservation Association is a community-based nonprofit
organization dedicated to preserving the character and history of Waimea and encouraging
community awareness of its rich culture; and
WHEREAS, Minuke`ole Park is a 10 -acre stretch of land behind Parker Ranch Shopping
Center that was made available to the County as part of the 1992 Waimea Center rezoning; and
WHEREAS, Minuke`ole Park has two soccer fields in disrepair that will be worked on
by the Waimea Preservation Association; and
WHEREAS, the Waimea Preservation Association will be spearheading this restoration
project by cleaning, mowing, trimming, planting, and repairing and/or extending the irrigation
lines to bring the park back to soccer -field standards; and
WHEREAS, Minuke`ole Park is also used as a key principal location for the Waimea
Cherry Blossom Festival and is where many cherry trees were previously planted; and
WHEREAS, some of the cherry trees at Minuke`ole Park have died or are in poor
condition and in need of care; and
WHEREAS, the community of Waimea has been gifted replacement cherry trees by the
Consulate of Japan, which are available for planting in the park; and
WHEREAS, the Waimea Preservation Association is requesting funds for the purchase
of tools, equipment, compost, fuel, and other supplies to support the restoration and
beautification efforts; and
WHEREAS, this volunteer -driven project will bring the community together to restore
the soccer fields and for the Waimea Cherry Blossom Festival; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, an additional $3,000 of Contingency Relief funds from Council District 9
will be appropriated to the Department of Research and Development to provide a grant (for a
total of $8,000) to the Waimea Preservation Association for the Minuke`ole Park restoration and
cherry blossom tree beautification project; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

terms of this resolution.
