Dear Chairman Kanuha and Council Members:
It is my pleasure to nominate Mr. Arthur F. Buckman, of Council District 5 to the County of
Hawaii Police Commission. Mr. Buckman is a 30 -year resident of Hawaii. He is a
Department of Defense retiree, and is presently self-employed as an Orchid Hybridizer.
Mr. Buckman is a former member of the State Invasive Species Rapid Response Team,
former chair of the Sierra Club Toxic Waste Committee, past board member of Lyon
Arboretum, and past board member and officer of various orchid societies. He states that
he is not affiliated with any political party. If confirmed, Mr. Buckman will fill a vacant term
to end on December 31, 2018.

District 5 to the County of Hawaii Police Commission.
Pursuant to Section 2(g) of Rule 4 of the Rules and Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Public Safety and Mass Transit to the full Council for immediate
action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that
approval is granted and the matter be placed on the next Council agenda for review. However, in
the event this request is denied, for whatever reason, I understand the matter shall be referred to
the Committee on Public Safety and Mass Transit for placement on its future agenda.
