The State of Hawaii Department of Land and Natural Resources, Division of State Parks has requested acquisition of this land, which consists of a portion of Puak6 Road and is currently unused by any County agency, for incorporation into Hdpuna State Park. Enclosed is a resolution to authorize the Director of Finance to transfer jurisdiction and management of this land to the State of Hawaii Department of Land and Natural Resources, Division of State Parks. We would like to request that this resolution be waived from the Finance Committee and be placed on the May 19, 2015 Council Agenda in order to expedite this transaction. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State of Hawaii Division of State Parks (DSP) is responsible for the management of the Hapuna Beach State Recreation Area (HBSRA). DSP has requested the transfer of jurisdiction and management of a section of Puako Road to incorporate the road into the HBSRA as envisioned in their Master Plan and Environmental Impact Statement. DSP has determined that executing this transfer would achieve improved management of the area for the public, HBSRA and for adjacent residents along portions of this road. Improvements include to reduce or eliminate the frequency and magnitude of illegal dumping of rubbish and debris, to minimize the risk of potential wildfire and to reduce or eliminate the illegal camping that occurs in the area.
