Subject Bill 50, Drag 8 -for distribution to all Hawaii County Council Members
Dear Mr. Arakaki,
Please defer the final reading of Bill 50 until another hearing on the issues
involved can be held in Kona. This is a substantially different proposal from the last one
we had presented to us, and it requires adequate. public review and comment before you
can pass judgement on its merits.
It appears to me that this applicant is screwing with the system. My
neighborhood, Kuakini Makai Association, has been following this project for over a
year. We have had a sometimes successful dialog with the developer. I appreciate the
developers seeming willingness to address community concerns. but now I wonder about
the sincerity behind it The Papala Street connection has been discussed; they have
indicated that they would underground the utilities and make various other changes to
their original application. We were told in August that the developer was more or less
dropping the project for the time being. We have asked the county administrative
agencies involved to let us know if anything new happens with regazd to this project.
With no other notice this project has reappeared on the council agenda in a substantially
revised condition.
I have not had an opportunity to see the new proposal, but I've heard that the
density is increased by 30 or 40%, and the community pazk is shrunk. We are still
concerned about private, substandard roads, and safe and proper ingress and egress from
the proposed development in not yet clear. I am not opposed to having a development
next door. I am opposed to it being stealthily slid in the back door without public
scrutiny and without adequate infrastructure requirements. There are issues in this
newest proposal which need to be aced in public at a hearing in Kona. I'm sure you will
agree and defer consideration of this application until such time as a Kona hearing can
take place. And I'm sure that you will require the developer to be prepared to make a
clear presentation of what they really intend to do. And furthermore, I `m sure that you
will not try to schedule this hearine during the remaining holidays of this year. That
would not he an adequate opportunity for public input!
