Kailua-Kona, Hawai`i,96740 SUBJECT: Attendance at Hawaii County Democratic Convention I am requesting 15 minutes on the next available and appropriate Council agenda to report my attendance at the Hawaii County Democratic Convention held on April 25, 2015. Council member Ilagan and staff members from the office of Council member Chung and Council member Onishi were also in attendance during the morning Intergovernmental Panel Discussion. Both Council member Ilagan and myself were on that Panel. The focus of that panel was Transportation, Environment, and Disaster Response. In the afternoon, there were two additional panels specific to Hawaii County: "Hawai'i Island Energy Issues" and "Agriculture's Future on Hawai'i Island". At that time, in addition to myself, a member of Council member Chung's staff was present. Each of the above panels touched on subjects of Council business, but to the best of my recollection, no specific County legislation was discussed. For informational purposes only, I want to mention that Council member Valerie Poindexter and I gave the opening greeting at this Convention, with other Council members or their representatives in attendance. No current or foreseeable Council business was discussed. Again for informational purposes only, I also mention that a "County Council Breakout Sessions" event was held, with each Council member or their representative present attending a Serving the Interests of the People of Our Island Comm. I am asking that this matter be scheduled at the next duly noticed meeting of the Council in order to comply with HRS Section 92-2.5 `'Permitted interactions of members". HRS Section 92-2.5(e) allows for two or more members, but less than quorum, to attend an informational meeting or presentation on matter relating to official board business, provided the board members report their attendance and the matters presented and discussed at the next duly noticed meeting of the board. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above -referenced matter be waived from the Committee on Governmental Relations and Economic Development to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
