Your Committee on Finance, to which was referred Bill No. 29, reports as follows:
Bill No. 29, transmitted by Finance Director Deanna S. Sako, via Communication No. 144 dated
February 27, 2015, transmits the proposed Capital Budget for FY 2015-2016, and the Capital Program
for the next six years from FY 2015-16 to 2020-21, which includes 37 projects requiring a total
appropriation of$81.67 million. Approximately $55.94 million are intended to be funded in whole or
part by bonds, $25.23 million to be funded by the State Revolving Loan Fund, and $500,000 to be
funded by private contributions.
This bill includes the mayor's transmittal letter that describes "Funding Sources," "Debt Service,"
"Capital Improvement Projects," "Protect Data/Financial Impact Statements" and "Fair Share
Contributions." It also includes tables describing "Projects and Proposed Funding Sources,"
"Capital Project Eligibility," "Location of Projects by Council District," "Council Benefit Districts,"
and "Six-Year Capital Program for FY 2015-2016 to 2020-2021."
Chair Karen Eoff announced that pursuant to Section 10-2(a)(5) of the Hawai`i County Charter, the
Mayor will be submitting an amended budget later this day. Ms. Eoff recommended passed of this bill,
then advised the Council Members that it would be prudent to wait for submission of the amended
budget before proceeding with amendments as necessary to be heard at first reading on the
May 18, 2015, Special Meeting of the Council.
On April 14, 2015, pursuant to Section 10-4 of the Hawai`i County Charter, the Council conducted a
public hearing on the proposed Operating and Capital Budgets at the West Hawai`i Civic Center, and
provided videoconferencing at the Hilo Council Room and Waimea Council Office.
On April 22, 2014, Mayor William P. Kenoi appeared before Your Committee to present this proposed
budget for consideration.
On April 22, 23, and 24, 2015, Your Committee reviewed the proposed Operating and Capital Budgets
during the Departmental Budget and Program Reviews, then postponed this measure to the
May 5, 2015 Finance Committee meeting.
There was no discussion on this measure.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 29, and recommends
its passage on first reading.
