Committee meeting, held on November 13, 2014, in Honolulu.

The HSAC Executive Committee was called to order by President Mel Rapozo at
9:34 a.m. The following members comprising a quorum were present:

N. REPORTS
A. Treasurer's Report
1. Treasurer's Report for October 2014 as submitted by the HSAC
Treasurer.
Secretary Victorino stated that HSAC's bank statement and check
register were received yesterday, so there was insuffient time to
prepare a formal Treasurer's Report. Instead, Secretary Victorino
provided an oral report.
Treasurer Victorino reported that as of September 30, 2014, the
beginning balance was $164,187.10 and the ending balance was
$157,250.25. The largest expenditure was a $10,000.00 advance
for the WIR conference, and a deposit was made for $5,000.00.
The Committee approved the oral Treasurer's Report for October
2014. Secretary Victorino stated that the written Treasurer's Report
for October 2014 will be presented at the next Executive Committee
meeting.
B. County Reports
1. Maui County Report. Treasurer Victorino reported on Maui County
election results and the GMO ballot initiative.
2. Hawaii County Report. Vice President Onishi reported on Hawaii
County's consideration of sewer fees, property tax foreclosure, and
cesspool measures. Vice President Onishi also reported on
discussions between Hawaii County councilmembers and state
legislatores regarding the coming legislative session.
3. City and County of Honolulu Report. Alternate Martin reported on
the Honolulu Council's approval of Councilmember Anderson as
the HSAC representative and Council Chair Martin as the alternate.
Alternate Martin also reported on the Honolulu Council's
consideration of "sit -lie" and property tax compromise legislation.
Alternate Martin recognized Maui Council Chair Balsa. At 9:45 a.m.
a recesss was called; at 9:48 a.m. the meeting reconvened.
4. Kauai County Report. President Rapozo reported on the Kauai
County election results. President Rapozo also reported on Kauai

County's consideration of shoreline setback and property tax
legislation.
The Committee received the county reports.
C. NACo Report
Kauai staff Bunda discussed preparations for the NACo legislative
conference In Washington, D.C. Secretary Victodno conveyed NACo
President Hokama's admonition that the counties need to be prepared for
the upcoming congressional session, especially in view of congressional
leadership changes.
D. WIR Report
Vice President Onishi discussed staffing for the 2015 WIR conference in
Kauai.
The Committee received the NACo and WIR reports.
V. UNFINISHED BUSINESS
There was no unfinished business.
VI. NEW BUSINESS
A. Discussion regarding the October G, 2014 Hawaiian Inter -Island Ferry
Conference.
Secretary Victorino reported on the Hawaiian Inter -Island Ferry
Conference. Secretary Victorino stated that the discussion was conceptual
in nature and was focused on the need for a viable alternative inter -island
transportation system.
President Rapozo stated that HSAC has not taken a position on the matter
and that Secretary Victorino's role is to gather information.
The item was received.

Secretary Victorino reminded members of the NACo board of directors
meeting on Maui to be held December 3-6, 2014.
