Re: Amendment to the Hawaii County Code
Enclosed is a bill for an ordinance amending Chapter 2, Article 39 of the Hawaii County
Code 1983 (2005 Edition, as amended), relating to the use of the Federal Workforce
Innovation and Opportunity Act program. On July 22, 2014, President Barack Obama
signed the Workforce Innovation and Opportunity Act (WIOA) into law. This law
supersedes the Workforce Investment Act (WIA) of 1998 and amends the Adult
Education and Family Literacy Act, the Wagner-Peyser Act and the Rehabilitation Act of
1973. The WIOA takes effect on July 1, 2015, and the purpose of this bill is to amend
the Hawaii County Code to reflect the provisions of this new law.
The Office of Housing and Community Development indicates that the WIOA program
begins on July 1, 2015 and requests that this bill be waived from Finance Committee, and
be placed on the June 3, 2015 Council Agenda. If there are any questions, please do not

Requesting a bill amending Chapter 2, Article 39 of the Hawai'i County Code 1983 (2005 Edition, as
Amended), relating to the Federal Workforce Innovation and Opportunity Act Program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
On July 22, 2014, President Barack Obama signed the Workforce Innovation and Opportunity Act (WIOA)
into law. This law supersedes the Workforce Investment Act (WIA) of 1998 and amends the Adult Education
and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973. The WIOA takes effect
on July 1, 2015, and the purpose of this ordinance is to amend Chapter 2, Article 39 of the Hawaii County
Code to reflect the provisions of this new law.
The Office of Housing and Community Development (OHCD) is requesting the bill be waived from the
Finance Committee and proceed directly to Council's review, as the effective start date of the WIOA progarm
is July 1, 2015.

RE: Bill No. 57 : AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 39 OF THE
HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO THE
FEDERAL WORKFORCE INNOVATION AND OPPORTUNITY ACT PROGRAM
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
