On July 22, 2014, President Barack Obama signed the Workforce Innovation and Opportunity Act (WIOA) into law. This law supersedes the Workforce Investment Act (WIA) of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act and the Rehabilitation Act of 1973. The WIOA takes effect on July 1, 2015, and the purpose of this bill is to amend the Hawaii County Code to reflect the provisions of this new law. The Office of Housing and Community Development indicates that the WIOA program begins on July 1, 2015 and requests that this bill be waived from Finance Committee, and be placed on the June 3, 2015 Council Agenda. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
