Re: Agreement with the University of Hawaii Office of Research Services
The Department of Research and Development wishes to enter into an agreement with
the University of Hawaii Office of Research Services to support the development of
renewable energy systems and emerging designs of distributed energy on the Island of
Hawaii. The agreement will provide funds of $90,000 towards this program, which will
contribute to a workforce that improves the lives of those on the island and enhance the
local economy.
The Department of Research and Development requests that this resolution be waived
from the Finance Committee and be placed on the June 3, 2015 Council Agenda in order
to provide this funding during the current fiscal year. If there are any questions, please

Pursuant to Hawai'i County Code section 2-139(a)(3)(B), Council approval is requested for a grant award of
$90,000 to the University of Hawai'i Office of Research Services, for the planning of an Energy Sciences
program at the University of Hawaii at Hilo.
Waive: Finance Committee due to the limited time that the County needs to enter into this agreement.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The University of Hawai'i at Hilo proposes to combine existing resources with new partnerships to further the
development of renewable energy systems and emerging designs of distributed energy on the Island of
Hawai'i. It is envisioned to be a theoretically -vigorous undergraduate educational program in energy
science, including a significant practical component. Such a program will contribute to a workforce that
improves the lives of those on the island and enchance the local economy. A Energy Science graduate will
have a wide-ranging background in geo, life, physical, social sciences, economics and cultural studies.
A detailed overview of the ATP (authorization to plan), its processes, and the like shall be incorporated into
the scope of the contract with the ultimate goal to be able to initiate the Bachelor's of Science in Energy
Sciences degree by August, 2018.

RE: Resolution No. 199-15 : RESOLUTION AUTHORIZING THE OFFICE OF THE
MAYOR TO ENTER INTO AGREEMENT WITH THE UNIVERSITY OF HAWAII
OFFICE OF RESEARCH SERVICES IN HILO
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
