Subject: Proposed Amendment to Bill No. 28, Draft 2, Proposed Operating Budget for
Fiscal Year 2015-2016
For your consideration, below is a proposed amendment to Bill No. 28, Draft 2, regarding the
Operating Budget.
This proposed amendment does the following:
• Amends General Fund Expenditures by increasing Transfer to Solid Waste Fund by
$179,565 and decreasing Transfer to Golf Course Fund by the same amount;
• Amends Solid Waste Fund Revenues by increasing Transfer From General Fund by
$179,565;
• Amends Solid Waste Fund Expenditures by increasing Landfills S&W by $122,445
($40,815 x 3), Health Benefits by $26,937 ($8,979 x 3), Retirement Benefits by $20,817
($6,939 x 3), and FICA Employer Share by $9,366 ($3,122 x 3); and
• Amends Golf Course Fund Revenues by increasing Green Fees by $179,565 and
decreasing Transfer From General Fund by the same amount.
This amendment would fund three Solid Waste Facility Attendant positions that are currently
vacant and unfunded, as well as the fringe benefits for each position. The three positions are in
Hilo, Kohala, and Kona.
The following amendment affecting appropriations to the revenue accounts and expenditure
accounts are reflected below:
