Subject: Hawaii County Budget: Waimea Trails and Greenways
Testimony: Over 921 signatures on a petition against the Waimea Trails and Greenways along the Waikoloa
Stream have been submitted to Councilwoman Wille. This path poses fire risk west of the Sandalwood
subdivision and flood risk to homeowners along the Stream. There are also safety, noise, privacy, parking and
other major issues of concern to homeowners along the Stream that have been discussed with County officials
in the past. Further, the Ninth Circuit Court of Appeals has ruled that intermittent streams are considered
waterways of the United States and are protected under the Federal Clean Water Act. The Waikoloa Stream is
such a stream.
No money should be included in the County Budget for a trail along the Waikoloa Stream. Instead these
monies should be redirected for the Waimea District Park.
