Council Testimony
Testimony on Billy Kenoi's budget
Finance Director Dianna Sako has said that "the budget contains only what is necessary
to continue services." But we know a lot of money in the current budget cycle was spent
inappropriately. We know that Mayor Kenoi has used the pCard system as his personal
ATM over a multi-year time period. We also know that it was only by chance that any of
the money was reimbursed, after he was caught. With arwroximately 235 county
employees having [)Cards I imagine there will always be fraud and
unaccountability and I recommend doing away with the pCard system entirely
On another budget item where I believe there is abuse in the
flat rate mileage allowance [)aid to Council members
At least 1 council member rarely
attends council meetings outside of Hilo and the $500 flat fee paid for his mileage is
taxpayer abuse and the finance dept. should go back to actual mileage reimbursement.
