APR-24-245 4014.4A, WAIMEA DISTRICT PARK BUILDERS I 65-1142 1IOKU'I LA ROAD, KAMUELA, HI 96743 41010161'- April 20, 2015 SUBJECT: Written Testimony in support of CIP Bill #29 and continued appropriations for construction of the Waimea District Park Mel Macy ATTENTION: Hawaii County Council Members Roger Harris My name is Mel Macy and I am chairman of the Waimea District Park Nancy Carr Smith Builders (WDPB). Our group has been working hard for the past eight years to get a district park built in Waimea. The community of Waimea is a Sherm Warner wonderful place to live but we desperately need adequate park facilities to Michelle Medeiros support our ever growing community. The expanding population of Waimea outgrew the existing small intensely utilized five acre park many Riley Smith many years ago. Greg Mooers Over the past eight years WDPB has worked hand in hand with the County Brandi Beaudet of Hawaii, Department of Parks and Recreation,County Council members, State Senators and Representatives,the County administration, the State Robin Inaba administration, a major landowner and the community to keep this project Kurt Klimt moving forward. On several occasions bills have come before the County Council asking for approval on funding for planning and design, acceptance Page Macy of State appropriated funds, or approvals on the land transfer from the Mara Paio landowner. We wish to thank you all for unwavering unanimous support for all the bills you have passed allowing us to continue on our journey. The County of Hawaii Department of Parks and Recreation has taken this project from concept through site selection, through the planning stage and the design and engineering stage. Construction of phase 1 of the project is currently out to bid. Mayor Kenoi and his staff have been very instrumental in keeping this project on track. The Mayor himself has been a huge supporter of this project and is very committed to having a district park in Waimea that will meet the needs of not only the people of South Kohala but visiting teams and organizations from around the island and around the state. Mayor Kenoi has met with members of the WDPB, met with council members,met with State senators and representatives, and written letters to the Governor in a show of support for the project and to keep everyone's eye on the prize. We have received a sizeable amount of matching funds from the State of Hawaii ($6.5 million) due in large part to the efforts of Mayor Kenoi, Representative Cindy Evans,Senator Malama Solomon and Senator Lorraine Inouye. However more appropriations will be needed to complete phase 1 of the project. On behalf of all members of the Waimea District Park Builders and the hundreds of children,families and kupuna who urgently need and deserve additional multi-use recreational facilities, I humbly ask for your support of Bill #29 and your continued support in securing the necessary , appropriations to complete phase 1 of the much needed Waimea District Park.
