These resolutions show innovation and best practice in making the most of our waste stream in a way that generates the least pollution. The support for the Waikoloa Dry Forest Initiative and Kailapa Community Association show support for broad based community organizations that help to make our district a beautiful and community rich place. I am not in support of $2500 for funding North Kohala's Kokolulu Farm & Cancer Retreats. Inc. - this organization is a proponent of spiritual practices which I feel should be supported by private means. I am also very uncomfortable with our tax money funding an organization that claims to help treat cancer with a 'medicine -less' healing program. Below is a quote and link to the organization's web page. I find it distasteful that they are marketing very expensive programs ($6,000 for 2 weeks!) of dubious worth to the very ill. Although, I do support programs that help people become healthy through mind/body practices like exercise, stretching/yoga, meditation, and such - similar to offering from Tutu's house or Waimea Community Education - this program appears to be focused on high dollar retreats, grand unscientific claims and a'spiritual guru. It is not appropriate to support this activity with tax dollars. Work with OiGon, Master Zou Ping from China who has treated thousands of people with cancer as part of the medicine -less healing program in China. Wille) District 9 CRF, $20,000 to R&D for a grant to Kailapa Community Association Kawaihae Hawaiian Homes) to construct a community pavilion that will be available not only to the Kailapa community but also to the greater Kawaihae community. Wille) District 9 CRP, S2,500 to R&D for a grant to North Kohala's Kokolulu Farm & Cancer Retreats, Inc. for a 3 day healing workshop open to the community at no charge. Res. 155-15: (M. Wille) District 9 CRF, $10,000 to DEM for a grant to Recycle Hawaii for Zero Waste School programs at the following elementary. middle, and high public and charter schools: Waimea Elementary and Middle; Waikoloa Elementary and Middle; Kanu O Ka'Aina Elementary, Middle, and High; and North Kohala Elementary, Middle, and High. Res. 1566=15: (M. Wille) District 9 CRP, $2,500 to R&D for a grant to Waikoloa Dry Forest Initiative for education and outreach programs. Res. 87-15 D2: (M. Wille) Urges Mayor to commit to the zero -waste principles adopted by I Iawai'i County in 2007 (Resolution No. 345-07) by entering into multiyear contracts for diverting recoverable materials rather than disposing of these materials in a landfill. Recoverable materials include ceramics, polymers, metals, glass, demolition wood, paper, green waste, and cardboard. Diversion projects- need to be encouraged given the limited availability of landfill space and thejob opportunities we have to recycle/reuse these materials here on our Island. Res. 126-15: (Admin) Multi-year contract for furnishing and implementing organic waste diversion mulch operations for green waste and untreated wood pallets in West Hawai' i and East Hawai' i. Would also provide a compost demonstration project at the East Hawaii Organics Facility. It is good to see the Administration moving forward on this mulch diversion program. I am however planning to submit an amendment to Resolution 126 to ensure that the program will potentially be open to more than one applicant, and so the composting operation will be a "closed vessel" system. By requiring that the proposed system be "closed vessel" in addition to greenwaste, food scraps, soiled paper, and composlable plastics can also be diverted to these composting operations.
