No.4 from Council Member Margaret Wille, dated May 21, 2015,transmitting proposed amendments to amend the General Fund Expenditures account by increasing the Transfer to Solid Waste Fund account by$179,565 and decreasing the Transfer to Golf Course Fund account by the same amount. We oppose this proposal,which also amends the Golf Course Fund Revenues account by increasing the Green Fees account by$179,565 and decreasing the Transfer From General Fund account by the same amount. The Big Island junior Golf Association is composed of members from around the island that use the County's Municipal Golf Course. Our members will be adversely impacted by fee increases that would result from this amendment. Affordable monthly and daily fees for residents have provided many youths,from different economic statuses,the opportunity for personal growth and development through the game of golf. For some, golf has provided a vehicle for a college education,travel,and job opportunities,which were only possible because of the County Municipal Golf Course's affordability. Increasing the fees will put these opportunities beyond the reach of more middle and working class families. This is clearly a step in the wrong direction. Additionally,the question of equity is raised. Currently,there are no other outdoor County recreational facilities that charge fees for participation. A child who elects to play baseball or tennis or football does not have to incur facility fees in order to participate in the sport. It is a financial burden for young golfers to pay to play. We urge you to find ways to maintain or reduce the fees and promote the wholesome activity of golf for the keiki in our island community. Keep the dream alive for as many youth as possible.
