P/FG GJWA. 231 However, I fear that if a county employee receives a contract over a competitive bid by a non-employee, the appearance of impropriety and unfair advantage may still exist unless there was no other bid. Moreover, I do not believe that any campaigning should take place on county property unless it is a forum where all candidates for the offices in question are invited. This should apply to individuals or groups renting county, facilities as well. At the last finance committee meeting, the county attorney seemed to indicate that the Ethics Board had made an error in its decision that it was legal for the Union to have partisan campaign events on county property for its county employees and that the current prohibition against campaigning in the code was sufficient.
