Your Committee on Public Safety and Mass Transit,to which was referred Bill No. 47, reports as
follows:
Bill No. 47, transmitted by Council Member Greggor Ilagan, via Communication No. 283 dated
April 17, 2015 and postponed on May 5, 2015, amends Chapter 14, Article 11, of the Hawai`i County
Code 1983 (2005 Edition, as amended) relating to neighborhood watch signs.
This bill establishes a process to request, purchase, construct, and install neighborhood watch signs at
approved locations.
Council Member Greggor Ilagan spoke briefly in support of this measure, and urged the full Council
to approve the amendments made to Bill 47 with the contents of Communication No. 283.3. The full
Council voted in favor of these proposed amendments.
Council Members discussed the newly drafted application for neighborhood watch signs, as
highlighted in Communication No. 283.2. The application distinguishes roads and boundaries within
respective neighborhoods so that proper sign placement can be determined by the Department of
Public Works.
Lieutenant Darren Horio from the Hawai`i County Police Department was present to discuss the
proposed bill and stated that there was no formal application for the installation of these signs prior to
the introduction of this bill.
Lieutenant Horio touched briefly on Community Police Officer(CPO)training programs and the
policies in place for the CPO(s)to partner with different communities and establish neighborhood
watch programs throughout Hawai`i County.

Also in attendance was Mr. Ronald Thiel, Department of Public Works Traffic Division Chief.
Mr. Thiel informed the Council of the role the County's Traffic Division plays in the installation of
neighborhood watch signs along County roadways.
Questions regarding the installation of signs on private roadways were addressed and highlighted in
Section 3 of the proposed bill. The Police Department would now"work with area coordinators or
duly authorized representatives to facilitate the purchase and installation of neighborhood watch signs
on private roadways open to the public."
Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent of
Bill 47, as amended to Draft 2, and recommends its passage on the first reading.
