Dear Chairman Kanuha and Council Members:
SUBJECT: General Plan Comprehensive Review—Council Deadline Extension
As you know, the Planning Director initiated the comprehensive review of the County of
Hawai`i General Plan on February 6, 2015, by way of public notice. According to General Plan
Section 16.1(1), the Director shall submit a set of recommended amendments to the County
Council by February 8, 2018.
Pursuant to General Plan Section 16.1(3), the Planning Director had established June 6, 2015 as
the deadline for Council-initiated amendments. At its meeting on June 2, 2015, and as requested
by the Planning Committee Chair, Greggor Ilagan, we discussed the General Plan comprehensive
review with the Planning Committee, including the timeline and review process. Chair Ilagan
and the Committee Members invited us to consider a deadline extension, which would allow the
Council additional time to formalize proposed General Plan amendments. At the end of the
discussion, Council requested a three month time extension.
In consideration of the Council's request, I hereby grant the time extension and establish
Tuesday, September 8, 2015, as the deadline for Council-initiated amendments during the
comprehensive review. Should you have any questions regarding the above, please feel free to
