Paleka Jr., Council Member DATE: June 15, 2015 SUBJECT: Proposed Amendments to Resolution No. 185-15; a Resolution Requesting the Hawai`i State Legislature to Designate July 31 as"La Ho`iho`i Ea,"Which Translates to Restoration Day Please find attached proposed amendments to Resolution No. 185-15. The proposed amendments are illustrated below in Ramseyer format with respect to the contents of Resolution No. 185-15 (material to be deleted is bracketed and stricken; material to be added is underscored). 1. The fifth whereas clause is amended to read as follows: "WHEREAS, July 31 should be known and designated as "La Ho`iho`i Ea" in recognition of the day independence was restored to the Kingdom of Hawaii[ ovidefl and" 2. A new sixth whereas clause is added to read as follows: "WHEREAS, a copy of this resolution is translated in the Hawaiian language, as shown in the attached "Exhibit A"; now, therefore," 3. The enacting clause is amended to read as follows: "BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Hawai`i State Legislature is urged to amend Chapter 8, Holidays, of the Hawai`i Revised Statutes to add the following section to be appropriately numbered: Comm. July 31 of each year shall be known and designated as "La Ho`ihoi Ea" in recognition of July 31, 1843, which was celebrated as Restoration Day by the Kingdom of Hawaii. [ .. A RESOLUTION REQUESTING THE HAWAII STATE LEGISLATURE TO DESIGNATE JULY 31 AS "LA HO`IHO`I EA," WHICH TRANSLATES TO RESTORATION DAY. WHEREAS, La Hoihoi Ea translates to Restoration Day, which marks the day that independence was restored to the Hawaiian Kingdom on July 31, 1843, after being seized and forcefully taken by Lord George Paulet, a captain of the British Royal Navy's HMS Carysfort; and WHEREAS,July 31 commemorates the day that Admiral Richard Darton Thomas of the British Royal Navy ordered the Union Jack(Union Flag)to be removed and replaced with the Hawaiian flag, ending over five months of unauthorized military occupation; and WHEREAS, the County of Hawai`i recognizes that there is a need to honor, support, and cherish this significant day in Hawaii's history; and WHEREAS, Chapter 8, Holidays, of the Hawaii Revised Statutes designates certain days for the purpose of celebration, honor, remembrance,public education,and awareness; and WHEREAS, July 31 should be known and designated as "La Hoihoi Ea" in recognition of the day independence was restored to the Kingdom of Hawaii; and WHEREAS, a copy of this resolution is translated in the Hawaiian language, as shown in the attached "Exhibit A"; now,therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Hawaii State Legislature is urged to amend Chapter 8, Holidays, of the Hawaii Revised Statutes to add the following section to be appropriately numbered: 18-_ La Ho`ihoi Ea. July 31 of each year shall be known and designated as "La Ho`iho`i Ea" in recognition of July 31, 1843, which was celebrated as Restoration Day by the Kingdom of Hawai`i."
