RESOLUTION NO. 207 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE NORTH KOHALA
COMMUNITY RESOURCE CENTER FOR THE NORTH KOHALA REUNION.
WHEREAS, the North Kohala Community Resource Center, a 501(c)(3) nonprofit
organization, is helping the North Kohala community to coordinate and facilitate the four-day
North Kohala Reunion ("Reunion") to be held on July 3-6, 2015; and
WHEREAS, every five years the Reunion attracts families, friends, community
members, and tourists to the birth place of King Kamehameha to celebrate the Hawaiian heritage
and unique family and community bonds; and
WHEREAS, the Reunion provides an important service by encouraging those with ties
to the area to rekindle their connections and to immerse themselves once again in the love and
sharing of the multiethnic and multicultural experience that has put its stamp on all who have
lived there; and
WHEREAS, the Reunion will serve a variety of foods that attendees will associate with
"home-cooking," made with ingredients grown by the community through the sustainable, farm-
to-table agricultural programs in North Kohala; and
WHEREAS, the Reunion will provide four days of live music performed by artists who
have special ties to North Kohala; and
WHEREAS, the Reunion will also include a mentor program where the youth can learn
traditional Hawaiian crafts and skills from experienced community leaders, such as saddle
making, hula, and sustainable farming; and
WHEREAS, attendees will be reminded of the unique history and exciting future
through themed displays, tours, and reenactments of significant historical periods that have
shaped North Kohala and its residents; and
WHEREAS, each of the four days will feature a topic on Hawaiian history, tracing the
threads of each period to life today in North Kohala:
• The first day focuses on Hawaiian life prior to the arrival of Captain Cook and the
missionaries;
• The second day brings to life the Plantation Era;
• The third day features events that have shaped North Kohala since the sugarcane
plantations closed;
• The fourth day looks to the future as to how we can make North Kohala a better place
for the children, while embracing the traditions that have been handed down over
generations; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Research and Development to provide a grant to the North Kohala
Community Resource Center for the North Kohala Reunion; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and the Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
