Re: Agreement with the Office of the Auditor, State of Hawai`i
The Department of Finance wishes to enter into an agreement with the Office of the
Auditor, State of Hawaii. The agreement will allow the County to request that the
Office of the Auditor provides assistance in conducting an audit of the schedule of
employer allocations of the Employees Retirement System (ERS), which is needed to
prepare the County's 2015 financial statements.
We are requesting that this resolution be waived from the Finance Committee and be
placed on the July 1, 2015 Council Agenda in order to obtain information needed for the
issuance of the County's 2015 financial statements. If there are any questions, please do
not hesitate to call Kay Oshiro, Controller, at 961-8425.

A. REQUEST:
Prepare a resolution authorizing the Mayor to enter into an agreement with the Office of the Auditor, State of
Hawaii.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County is requesting assistance from the Office of the Auditor, State of Hawai'i to conduct an audit of
the schedule of employer allocations of the Employees' Retirement System of the State of Hawaii (ERS) in
order to meet reporting requirements under Governmental Accounting Standards Board (GASB) Statement
No. 68, "Accounting and Financial Reporting for Pensions".
We request that this resolution be waived from the Finance Committee and be placed on the July 1, 2015
Council agenda in order to obtain this information which is needed for the issuance of the County's 2015
financial statements.

RE: Resolution No. 206-15 : RESOLUTION AUTHORIZING THE OFFICE OF
THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE OFFICE OF THE
AUDITOR, STATE OF HAWAII
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
