MINUTES A At 10:08 a.m., President Rapozo called for a recess until 10:45 a.m.to allow certain members to attend the State Legislative Session related to action on the marijuana dispensary measure. At 10:45 a.m., President Rapozo, having reestablished a quorum, called the meeting back to order. III. MINUTES The Committee approved the minutes of the April 16, 2015 and April 27, 2015 Executive Committee meetings. IV. REPORTS A. Treasurer's Report Treasurer Victorino, noting that his office had not yet received the May 2015 HSAC bank statement,and thus lacking updated figures to draft a Treasurer's Report,made a motion to defer the presentation of the Treasurer's Report until the next scheduled executive committee meeting. There being no discussion,the motion to defer was seconded and approved. B. County Reports 1. Maui Counts/Report. Treasurer Victorino reported the following points: 1)The Maui County Council has passed a$621 million budget,which is lower than the Mayor proposed, and includes funding for eradication of invasive species like the coqul frog and little fire ants, as well as funding for the Molokai Ferry,which is in danger of shutting down due to the competition from small commuter airlines such as Mokulele Airlines, 2)Zoning is in place for the West Maui Hospital,which, if constructed, would be only the second acute care facility on Maui,3)The 2015 HSAC Annual Conference on Maui is running behind on sponsorship donations, with$33,000 committed thus far compared with$52,000 committed at this point the last time Maui hosted the conference. Although Treasurer Victorino is confident that sufficient funds will be raised to run the conference, he noted that a large profit is unlikely since donors have already given funds to both the WIR and NACo conferences this year, and 4)The HSAC IRS Form 990-EZ awaits HSAC approval in order to file the form by May 15, 2015. Page 2 of 6 III. MINUTES A Treasurer Victorino concluded his report by noting two final points: 1)Given the media attention to the P-Card issue,Treasurer Victorino has introduced a measure to study the P-Card and procurement issue in Maui County,which hasn't been reviewed for over a decade, and 2)Treasurer Victorino recently visited the State legislative leadership with a chart summarizing the amounts that the counties would receive with the proposed 0.5 and 0.25 percent general excise and use tax surcharges in an effort to support the higher surcharge amount if a surcharge was passed. He also voiced his opposition to the"roads in limbo"provision,which would have required any county to accept any and all roads with disputed ownership issues as a condition of receiving the surcharge revenues. Treasurer Victorino stated that the final bill that was passed by the legislature deleted the"roads in limbo"provision and provided for the extension of the 0.5 percent surcharge for another five years until 2027. 2. Hawaii County Report. Vice President Onishi stated that although Hawaii County often gets blamed for much of the spread of invasive species like the coqul frog and little fire ant,the onus is on the State Department of Agriculture to provide adequate funding and personnel to inspect for invasive species on the Big Island. Their failure to provide resources is the reason why invasive species move from island to island. Vice President Onishi concluded by noting that the County of Hawaii is continuing to work on the county budget,with a completed budget expected soon. 3. City and County of Honolulu Report. Secretary Anderson reported that: 1)The City Council is working on its budget,with final passage scheduled for June,2)The Council yesterday passed Bill 3,which approved zoning for the Hoopili project,with a 9-0 vote although two members voted with reservations, and 3)The Council adopted Resolutions 15-91 and 15-93, which appointed Councilmember Ikaika Anderson as HSAC delegate and Councilmember Joey Manahan as HSAC alternate, and approved the Fiscal Year 2016 HSAC Operating Budget, respectively. Kauai County Report. President Mel Rapozo reported that the Kauai County Council will receive the Mayor's supplemental budget on May 8. Decision-making on the budget will occur from May 14- 18, and on June 4"1the budget will be sent back to the Mayor for final disposition. Page 3 of 6 III. MINUTES A A motion was made, seconded and approved to receive the county reports. C. NACo Report Treasurer Victorino reported that from May 11-15,2015, Councilmembers Mike White, Riki Hokama,and Mike Victorino will be attending a NACo symposium in Washington, D.C. that will include discussions on the impacts of MAP-21, the federal reauthorization of critical transportation funding. He also reiterated that the NACo Annual Conference Is coming up in July, and will be held in North Carolina this year. D. WIR Report President Rapozo reported that the WIR Conference will be held on Kauai from May 20 through May 22, and to date has raised about$100,000. Noting that many of the organizations that normally would have donated funds to the HSAC conference had instead made donations to the WIR conference, he stated that excess funds, if any, that remain unused after the WIR conference would be transferred to the HSAC conference account and would be available for possible use by the member coordinating the HSAC conference should the need arise. A motion was made,seconded and approved to receive the NACo and WIR reports. V. UNFINISHED BUSINESS Discussion and consideration of the HSAC Slate of Officers, and NACo and WIR Board of Director nominations for the 2015-2016 term. Treasurer Victorino began by again restating the desire of Maui County, after serving as HSAC treasurer for at least the last eight or nine years, to switch leadership positions. President Rapozo noted that options to switch officer positions include a rotation practice that may require an amendment to the HSAC Bylaws that provides for officer position term limits or a verbal agreement among the members that does not necessitate a change to the Bylaws. (At this point, a lengthy and sometimes impassioned discussion ensued, with the discussion including past practices and situations that resulted in the current leadership position line-up,the impact on HSAC of members coming and going due to elections and other political changes,the role of members versus staff in the HSAC operations, and the availability of staff Page 4 of 6 III. Secretary Anderson made a motion to provide the following FY 2016 slate of HSAC officers to the four county councils for approval: 1) Oahu to remain as Secretary,2)Hawaii Island to remain as Vice President, 3) Maui to switch to President, and 4)Kauai to switch to Treasurer. Following a brief discussion, the motion was seconded and approved. President Rapozo noted that his office would draft documentation to be forwarded to the Chairs of each county council,which presents the new slate of HSAC officers for approval by each respective county. VI. NEW BUSINESS A. Communication(April 23,2015)from County Clerk Stewart Maeda, County of Hawaii,transmitting for the HSAC Executive Committee's information,Resolution No. 160-15 relating to the Fiscal Year 2015-2016 proposed Operating Budget for the Hawaii State Association of Counties, which was approved by the Hawaii County Council on April 15,2015. There being no discussion, a motion was made, seconded and approved to receive the item. B. Discussion and consideration of HSAC's Tax Form 990-EZ. There being no discussion,the Committee approved Tax Form 990-EZ for filing with the IRS by May 15, 2015. VII. ANNOUNCEMENTS A. Schedule the next meeting: Wednesday,June 24, 2015, Makena Beach and Golf Resort, 6:00 p.m. B. Other announcements. Vice President Onishi asked for and declared that there were no announcements.
