CALL TO ORDER The Special HSAC Executive Committee was called to order by President Mel Rapozo at 8:15 a.m. The following members comprising a quorum were present: County of Kauai: HSAC President Mel Rapozo, County of Kauai Council Chair County of Hawaii: Vice President Dennis"Fresh"Onishi, County of Hawaii Councilmember City and County of Honolulu: Secretary Ikaika Anderson, City and County of Honolulu Council Vice-Chair County of Maui: Treasurer Michael Victorino, County of Maui Councilmember Others Present: Mike White, Maui Councilmember; Stacy Crivello, Maul Councilmember; Kauai staff Ashley Bunda, Legislative Assistant, Office of the County Clerk; Kauai staff Aida Okasaki, Legislative Assistant, Office of the County Clerk; Maui staff Kit Zulueta,Communication Director, Office of Council Services II. NEW BUSINESS Discussion and consideration of the National Association of Counties(NACo) and Western Interstate Region(WIR)Boards of Directors nominations for the 2015-2016 term. President Rapozo reminded the committee members that this was an item that was erroneously omitted at the last Executive Committee meeting on May 7"'in Honolulu. He noted that the nominees for the 2015-2016 NACo Board of Directors are County of Kauai Councilmember Kipukai Kualii and City and County of Honolulu Councilmember Ikaika Anderson. Nominees for the WIR Board of Directors are County of Maui Councilmember Mike White,County of Hawaii Councilmember Danny Paleka and City and County of Honolulu Councilmember Joey Manahan. President Rapozo noted that historically, Kauai submitted a NACo and a WIR nominee, Maui submitted a NACo nominee, Hawaii Island submitted a WIR nominee, and Oahu submitted a NACo Presidential appointment nominee. A motion was made to approve County of Kauai Councilmember Kipukai Kualii and City and County of Honolulu Councilmember Ikaika Anderson as the nominees for the 2015-2016 NACo Board of Directors. The motion was seconded and approved. A motion was made to approve County of Maui Councilmember Mike White and County of Hawaii Councilmember Danny Paleka as the nominees for the 2015- 2016 WIR Board of Directors. The motion was seconded and approved. IV. ANNOUNCEMENTS A. Schedule the next meeting: Wednesday,June 24, 2015, Makena Beach and Golf Resort,6:00 p.m. B. Other announcements. Secretary Ikaika Anderson noted that City and County of Honolulu Councilmember Trevor Ozawa had submitted an application for consideration as the NACo Presidential appointment to the NACo Board of Directors. President Rapozo stated that he had received the application from Councilmember Trevor Ozawa and would sign and forward the application to NACo for the next NACo President's consideration and decision. He further noted that he had also received an application from Councilmember Ozawa to be considered as a member of the NACo Large Urban Caucus Steering Committee,which would also be signed and Page 2 of 3 III. MINUTES B forwarded to NACo. Vice President Dennis Onishi reminded the Committee that he was also applying for the NACo Presidential appointment. President Rapozo reiterated that, as he would for all other applications for Presidential appointment, he would sign and forward Vice President Onishi's application to NACo and allow the next NACo President to make his or her choice for the appointment. (At this point, a discussion ensued regarding the potential next NACo President and the ramifications this may have on Hawaii's appointment chances.) President Rapozo asked for other announcements and noted that there were none. V.
