Mr. Arakakai
Please circnlate this to the County Council in Reference to Bi1150, in
connection with the Public Hearing coming up on Thursday, 12/30/99,
regarding the new Kahalcai SCD Subdivision,
I am a homeowner on Kaheiau Street next to Lako sn eet ut the Komohana subdivision
lUe are requesting the County' Council to require the developers of the Kahakai SCD Subdivision to adhere
to the previous plans and requirements [hat the}- put in a mauka-makai connectut through their subdivision.
If you do not require them to follow this, all the cars, both residents and visitors frotn their 100+ subdivision
homes will use Lake Street and/or Kupuna and Royal Poindana Streets to get to Alii Drive or the new Alii
Highway. Already, the tragic at the stoplig}tt at Lako and Queen K is already congested at peak times The
additional traffic should be able to be distributed to several different mauka-tttakai connectors, trot just
tucusedutto Lake and Royal Poinciana. It is important tq get the developers to help with the construction
of new roads. The limited ftu~ds we have in West Hawaii needs to be focused on improvitto cwrent roads,
such as the Queen K or Palani Koad, etc. Do not make the mistake of destroyin¢ existin neighborhoods
traffic oattems to increase development o[another nei borhood!
In response to Kahakai SCD Subdivision concern that it is too steep ro add and additional road...hey, we all
live on the slopes of Hualalai, Lako is steep enough for cars to race through this development downhill at a
rapid pace now!
For safety and quality of I1fC, I feel it fs imperative that we have as many mauka-mauka cgnrlectors as
possible.
Last, !understand the developer now want to have utilities overhead and exposed, as apposed to the initial
plan which called for underground utilities; We believe that the utilities should be underground, to help
preserve the beauty and ambience of our entire area- This will also make the subdivision more attractive to
potential pwcbasets.
In summary, put Ute responsibility on the developers to tuake their own connector roads) I I
By the nay. I paid over SSQ000 in stste income tones last year, so my concern should receive special note.
Best Regards, ~
