Bill 60: AMENDS SECTION 25-8-22 (PUNA DISTRICT ZONE MAP), ARTICLE 8,
CHAPTER 25 (ZONING CODE) OF THE HAWAI‘I COUNTY CODE 1983
(2005 EDITION), BY CHANGING THE DISTRICT CLASSIFICATION FROM
AGRICULTURAL – TWENTY ACRES (A-20a) TO AGRICULTURAL –
FIVE ACRES (A-5a) AT ‘ŌLA‘A RESERVATION LOTS, ‘ŌLA‘A, PUNA,
HAWAI‘I, COVERED BY TAX MAP KEY: 1-8-005:133
(Applicant: Harry and Sandra Freitas) (Area: Approx. 50 acres)
The Windward Planning Commission forwards its unfavorable recommendation for
this proposed change of zone due to application deficiencies relating to:
(1) minimum water concurrency requirements; (2) Puna Community Development
Plan policies discouraging further subdivision of larger agricultural lots through the
variance process; (3) General Plan policies requiring adequate water utilities to
support an increase in density; and (4) substandard road conditions.
