The funds are needed due to increased construction costs from unforeseen circumstances such as the discovery of unsuitable ground materials, found while performing clearing, grubbing and subgrade preparation work. Enclosed is a bill for an ordinance to add the project titled"Kapi`olani Street Extension, Mohouli Street to Lanikaula Street" and to appropriate $500,000 to the Capital Budget for this project. REQUEST: An ordinance amending Ordinance 15-58, the Capital Budget by adding an appropriation for: Kapiblani Street Extension, Mohouli Street to Lanikaula Street: $500,000.00 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The basis for the amendment is to increase funding for construction; change orders due to unsuitable materials not previously revealed from soil borings but encountered during the clearing, grubbing and subgrade preparation work; and future unforeseen change orders due to utilities and differing conditions. This project is to extend Kapi`olani Street from Mohouli Street to Lanikaula Street to enhance traffic, pedestrian, ADA, and bicycle circulation, between the University of Hawaii at Hilo and vicinity and downtown Hilo.
