Specialist PHONE: 961-8368 A. REQUEST: To allow the Department of Research and Development to allocate the specific funding amounts for each of the Soil and Water Conservation Districts as previously determined in order to implement the County of Hawai`i's Grading Ordinance. The total funding amount of$300,000 allocated to SWCD requires the following funding per district: -Ka`u District (Ka`u, Puna and Waiakea): $150,000 -Mauna Kea: $50,000 -Hamakua: $50,000 -Kona: $50,000 Waive: Finance Committee due to the limited time that the County needs to enter into this agreement. Waive: Council 5-day holdover as entities are in desperate need of funding; any further delay may be detrimental to their program(s). B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The four (4) Soil and Water Conservation Districts (SWCD) are quasi-state agencies formed in 1954 under Chapter 180 of the Hawaii State Constitution. The mission of the Conservation Districts is to take available technical, financial, and educational resources, whatever their source, and focus or coordinate them so that they meet the needs of the local land user for conservation of soil, water, and related resources. Although this department enters into a standard government-to-government contract process with SWCD, and has been doing so for numerous years, it has been brought to our attention that since the line-itemized budgeted amount of$300,000 did not specifically identify amounts to be funded per district, Council approval is required to allow the specific district breakdown as provided above.
