Re: Soil and Water Conservation District Fund Allocation
The Department of Research and Development wishes to provide funds totaling $300,000
to the County's four Soil and Water Conservation Districts. Enclosed is a resolution
requesting authorization to provide these funds to the specified districts, pursuant to
Hawai`i County Code (2005 Edition as amended) Chapter 2, Article 25, Section 2-
139(a)(3)(B).
The Department of Research and Development requests that this resolution and bill be
waived from the Finance Committee and be placed on the July 24, 2015 Council agenda
in order to expedite the providing of these funds. If there are any questions,please do not

REQUEST FOR COUNCIL ACTION

A. REQUEST:
To allow the Department of Research and Development to allocate the specific funding amounts for each of
the Soil and Water Conservation Districts as previously determined in order to implement the County of
Hawai`i's Grading Ordinance. The total funding amount of$300,000 allocated to SWCD requires the
following funding per district:
-Ka`u District (Ka`u, Puna and Waiakea): $150,000
-Mauna Kea: $50,000
-Hamakua: $50,000
-Kona: $50,000
Waive: Finance Committee due to the limited time that the County needs to enter into this agreement.
Waive: Council 5-day holdover as entities are in desperate need of funding; any further delay may be
detrimental to their program(s).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The four (4) Soil and Water Conservation Districts (SWCD) are quasi-state agencies formed in 1954 under
Chapter 180 of the Hawaii State Constitution. The mission of the Conservation Districts is to take available
technical, financial, and educational resources, whatever their source, and focus or coordinate them so that
they meet the needs of the local land user for conservation of soil, water, and related resources.
Although this department enters into a standard government-to-government contract process with SWCD,
and has been doing so for numerous years, it has been brought to our attention that since the line-itemized
budgeted amount of$300,000 did not specifically identify amounts to be funded per district, Council approval
is required to allow the specific district breakdown as provided above.

RE: Resolution No. 216-15 : RESOLUTION AUTHORIZING THE DEPARTMENT OF
RESEARCH AND DEVELOPMENT TO AWARD FUNDS TO THE COUNTY OF
HAWAI`I'S FOUR (4) SOIL AND WATER CONSERVATION DISTRICTS
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
