Re: Operating Budget
The State of Hawai`i Department of Agriculture is providing $90,000 to the County of
Hawai`i for its Little Fire Ant (LFA) Control program. Funds will be used to purchase
equipment and supplies to support little fire ant control operations.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State
of Hawai`i Department Agriculture to allow the County to receive funds for this program.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $90,000 to the Department of Parks and Recreation's Little Fire Ant Control-
Department of Agriculture account.
The Department of Parks and Recreation requests that this bill and resolution be waived
from the Finance Committee, and be placed on the July 24, 2015 Council Agenda. If
there are any questions, please do not hesitate to contact Reid Sewake of the Department
of Parks and Recreation at 961-8560.

A. REQUEST:
To appropriate an additional $90,000 to purchase equipment and supplies under the Little Fire Ant Control -
Dept of Agriculture account no. 010.500.5505.78
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii Department of Agriculture is providing additional funds under the Little Fire Ant (LFA)
control grant to allow the Department of Parks and Recreation to purchase a pick-up truck, utility vehicle, 100
gallon towable sprayer and additional funds for baiting chemicals to support little fire ant control operations.
The department requests that this bill be waived from Finance Committee and proceed
directly for Council's review to help expedite this project.

RE: Resolution No. 217-15 : Resolution authorizing the Office of the Mayor to enter
into an Agreement with the State of Hawai`i Department of Agriculture, pursuant to
HRS 46-7, to receive funds for the County of Hawai`i's Little Fire Ant Control Program;
and
Bill No. 65 : An Ordinance to amend Ordinance No. 15-57, as amended, the
Operating Budget for the County of Hawai`i for the fiscal year ending June 30, 2016.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

STANDARDS OF CONDUCT DECLARATION
For the purposes of this declaration:
"Agency" means and includes the State, the legislature and its committees, all executive
departments, boards, commissions, committees, bureaus, offices; and all independent
commissions and other establishments of the state government but excluding the courts.
"Controlling interest" means an interest in a business or other undertaking which is sufficient in
fact to control,whether the interest is greater or less than fifty per cent(50%).
"Employee" means any nominated, appointed, or elected officer or employee of the State,
including members of boards, commissions, and committees, and employees under contract to
the State or of the constitutional convention, but excluding legislators, delegates to the
constitutional convention,justices,and judges. (Section 84-3,HRS).

Attachment S-2,Compensation and Payment Schedule,of the original Contract is amended by deleting the bracketed

For services rendered under this Contract,the STATE agrees to pay the CONTRACTOR,subject to the availability of
appropriated funds and subject to allotment to be made by the Director of Finance,State of Hawaii,pursuant to Chapter

execution of this Contract.

Supplemental Contract No. 2 to the primary Contract.

determination that all terms and conditions of the Contract have been satisfactorily completed, including approval by the

forth below.
c. The CONTRACTOR shall return any unencumbered or unexpended funds to the STATE.
3. Final settlement of this Contract shall include submission and approval of all reports and other materials to be submitted
by the CONTRACTOR to the STATE, resolution of all discrepancies in expenditures or performances of services,and
completion of all other outstanding matters under this Contract.
