Re: Capital Budget —
The Department of Public Works is requesting to add an appropriation to Ordinance 15-58,
the Capital Budget, for their Mamalahoa Highway Widening, Mud Lane to Maria Rd.
project. These funds will be used for consultant design services of which $640,000 are
provided by federal grants along with a$142,000 County match, and $18,000 from State
CIP funds, for a total appropriation of$800,000.
Enclosed is a bill for an ordinance to add the project titled"Mamalahoa Highway
Widening, Mud Lane to Mand Rd." and to appropriate $800,000 to the Capital Budget for
this project. The Department of Public Works requests that this bill be waived from the
Finance Committee, and be placed on the July 24, 2015 Council Agenda in order to
expedite this project. If there are any questions,please do not hesitate to call Warren

A. REQUEST:
An ordinance amending Ordinance 15-58, the Capital Budget, by increasing the Mamalahoa
Highway (Route 19) Widening, in the following amounts:
Mamalahoa Highway (Route 19) Widening
(Mud Lane to Marla Road); f.k.a. (Mud Lane to North Hawai`i Community Hospital)
Federal portion (total): $ 640,000.00
County portion (total): $ 142,000.00
State portion (total): $ 18,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This project has been expanded to improve the following:
1 . A total of eighteen (18) intersections, by widening and adding left-turn pockets,
. along the Mamalahoa Highway, in the town of Waimea, South Kohala, Hawaii.
2. Repair the failing roadway along the Mamalahoa Highway, from Maria Road to
Puu Nani Drive.
This is an increase in theiappropriation to allow the consultant design services. The
additional $640,000 appropriation for Federal funding is needed for the planning,
design and engineering of the project. The County's matching funding, for the same
will be $142,000. The new federal total will be $1,336,000.00; the new County total will
be $316,000.00, and the State portion to be reimbursed by a check will total
$18,000.00.
We request expediting and to waive County Council Committee.

RE: Bill. No. 64 : AN ORDINANCE AMENDING ORDINANCE NO. 15-58, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR ENDING JULY 1, 2015 TO JUNE 30, 2016.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
