Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year agreement with Oceanic Time Warner Cable to provide fiber based
connection which will increase the County's internet bandwidth speed from 20
megabytes (Mb) to 100 Mb, with a minimal increase in monthly cost. The current
monthly cost (for a 20 Mb connection) is $1,320, whereas the monthly cost for the
upgraded service (a 100Mb connection)will be $1,500.

A. REQUEST:
Multi-year agreement for Oceanic Time Warner 100Mb DIA fiber based connection to the Internet to be used
as the primary internet connection for County of Hawaii network users.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii currently utilizes a 20Mb DIA fiber based connection provided by Oceanic Time
Warner and the Department of Information Technology with a MRC (Monthly Recurring Cost) of$1,320.
Based on a 60 month agreement, the new MRC for the 100Mb connection would be $1,500 for a total of
$90,000 over the 60 month period. The new multi-year agreement would allow the County to increase our
Internet bandwidth substantially with a nominal increase in MRC.
Due to increasing demands for bandwidth to support the various business functions of County, the
Department of Information Technology feels that the upgrade in bandwidth speed would be of great benefit
to the County of Hawaii.
